I have been thinking about what a brief looks like for this kind of assignment. not the surveillance theory, the logistical one. someone gave this man a location, a time window, a description of who to watch, and a cover thin enough to pass at a distance without anyone looking twice. the clipboard is not improvised. the uniform, such as it is, is not improvised either, Ive seen the real ones and this wasnt quite one, close enough on purpose, and close enough on purpose costs somebody hours and material, Im not using that as a figure of speech. somebody signed off on the hours. somebody signed off on the material. I dont know who signs off at that level, I just know it isnt one guy deciding on his own time to stand outside my building with a clipboard.
